FINANCING / FINANCIAL INSTRUMENTS TO SUPPORT TRANSFER OF BUSINESS

How to finance the transfer of business is a crucial question for both, buyers and sellers. Most regions have funding programmes for start-ups that do not always fit for funding business transfer as well or are not opened for this way of starting a business.

This was the topic discussed by the partners at the 8th Partner Meeting under the project "STOB Regions - Succession and Transfer of Business in the Regions of INTERREG Europe" programme.

It was held in Kranj, Slovenia on March 20 and 21, 2019, with the kind hospitality of BSC, Business Support Centre Ltd., Kranj, a project partner.

The first working day of the meeting was held at Dvor Jezeršek, where former owner Jezerek Catering Mr. Franti Jezeršek transferred it to the next generation – to his 4 sons, and presented it as a very good practice in business succession.

Thematic lectures to finance the transfer were then presented by Dr. Milos Stefanovic, Chief Executive Officer of the Brandenburg Guarantee Bank: Overview of Business Transfers Financing, Process, Challenges, Needs, followed by Slovenian Business Financing Activities, presented by Dr. Jaka Vadnja. Mr Krunoslav Karlovčec from the Ministry of Economic Development and Technology reviewed the business transfer activities in Slovenia.

Each of the partners presented the situation in their countries. Velizar Petrov from ARP BC SME (Regional Development Agency with Business Support Centre for Small and Medium Enterprises - Plovdiv) presented the general picture in Bulgaria and presented the operational programmes that support the business. There are no specific measures for financing succession and business transfer. We will offer good practices from the partners to improve the National SME Promotion Strategy in Bulgaria 2014-2020: Measures aimed at smoothly delivering business transfer: public campaigns, mentoring schemes, creation of a fund to the Bulgarian Development Bank to finance the business transfer process, etc.

The second day continued with a review of the situation in the Gorenjska region by Mr Miha Juvan, S-Consult d.o.o., followed by Mr. Mojca Emeršič, Ernst & Young, Family business succession in Slovenia.

The partners, together with stakeholder representatives, made a SWOT analysis and gave recommendations on how to improve policies. Active participation from the Bulgarian side was given by Mrs. Dobrinka Prodanova from Plovdiv Chamber of Commerce and Industry, Mr. Belin Mollov - Regional Development Expert and Velizar Petrov and Alexander Tonkov from ARP BC SME - Plovdiv, as well as Mrs. Tony Simidchieva from the Craftsman Chamber of Commerce in Plovdiv and other participants.

The next project meeting will be held in May in Berlin, Germany.
