(We presented a preliminary concept of the Bulgarian
Action Plan on Succession and Business Transfer)
The ninth
interregional meeting of the STOB regions project was held on 22 and 23 May
2019. in Berlin, Germany, and was by Berlin School of Economics and Law, project
partner.
On the first
day, following the official greetings of Berlin School of Economics and Law Institute
President Mr. Andreas Zaby and Mr. Peter Wölffling, Managing Director of
IHK-Projektgesellschaft mBH (Lead Partner), the participants were acquainted with
the family business. Local experience from the host country as well as from the
partner countries of the project was shared.
In the
second day the participants focused on the action plans for the next two years.
Specific steps have been shared to influence country policies and strategy
papers on improving / optimizing inheritance and business transfer processes.
The Action
Plan of the Bulgarian Partner is a document that provides details on how the
lessons learned from STOB Regions will be used to improve the policy tool
"National SME Strategy 2014-2020".
A
presentation on the topic was presented by Mr. Velizar Petrov, Executive Director
of ARP BSC SME (Regional Development Agency with Business Support Center for
Small and Medium-sized Enterprises - Plovdiv). He stressed upon some issues "according
to the" Final Report on Review of Family Business Questions",
prepared on behalf of the European Commission, Directorate-General for
Enterprise and Industry:
· There
is no specific definition and study of the family business in Bulgaria;
· There
are no specific tools to support family business transfer and business
succession;
· No
support organizations transfer and succession of business.
Based on the best practices of the partners were
defined three main focus of the initial conception of Bulgarian action plan for
succession and transfer of business:
· ACTION
1 Local network for owner-managers (successors);
· ACTION
2 Regional platform for business transfers;
· ACTION
3 Financial instruments / mentoring schemes / certification of consultants.
The preliminary concept for Bulgarian action plan for
succession and transfer of business will be presented for discussion at the
next meeting of the Council for Regional Development of Central South Region of
Bulgaria.
