Draft vision, goals and priorities of National Development Programme
BULGARIA 2030
National Development Programme BULGARIA 2030 will be a strategic framework
document of the highest order in the hierarchy of national programming
documents which determine the vision and common goals of development policies
in all sectors of government, including their territorial dimension.
The draft vision, goals and priorities of the National Development Programme
BULGARIA 2030 builds on special Analysis of
socio-economic development of the country after its accession to the European
Union aimed to identify key problem areas and gaps in
development policies of the country, discussed and agreed with socio-economic
partners within the Economic and Social Council and the National Tripartite
Cooperation Council.
Following the approval by the Council of Ministers of the vision, goals and
priorities of the National Development Programme BULGARIA 2030, the government
intends to detail the policy areas and to prepare an indicative financial
framework, an ex-ante impact assessment and a mechanism to monitor and control
the implementation of the strategic document.
VISION OF BULGARIA BY 2030
In 2030, Bulgaria is a country with a high standard of living and a
competitive, low carbon economy. The country develops and innovates in every
sector of the economy, adapting to the changing world through its highly
educated, creative, solidarity and healthy society. It is a fertile ground for
ideas and an attractive force for investment and human capital. The unique
cultural and natural resources of the Bulgarian regions are being used
responsibly and sustainably. They are integrated with each other and with the
world through high-speed road and optical links, establishing the country's
place as a crossroad of ideas and goods in Europe and beyond. The Bulgarian
citizen plays an active role in the future of his country, has rich
opportunities for personal and professional development, and lives in a just
and tolerant society in which his voice is heard.
